Financial Assistance: Flyktningstipend (Refugee Grant) 2025/2026
The Flyktningstipend is one of the most misunderstood benefits in Norway. It is not a blanket "free education" for all refugees. It is a targeted scheme with strict time limits and educational levels.
1. The "Videregående Only" Rule
The most important distinction in 2026 is what level of education you are taking.
- Upper Secondary (VGS) & Preparatory Training: If you are taking high school (videregående) or preparatory courses (grunnskole for voksne), you are eligible for the Refugee Grant. This means the money you get is a grant (stipend) that you do not pay back.
- University / College (Høyere utdanning): If you study at a university (Bachelor/Master), you do NOT get the Refugee Grant. You are treated exactly like a Norwegian student: you get a mix of loans and grants. You will finish your degree with debt.
2. The "3-Year Clock" (Time Limits)
You cannot wait forever to use this grant. The clock starts ticking the moment you get asylum.
- The 6-Year Window: You can only receive the Refugee Grant within 6 years of getting protection in Norway.
- Maximum 3 Years of Support: Within that window, you can get the grant for a maximum of 3 years. If you wait 5 years to start school, you might only get 1 year of grant before the window closes.
- Exceptions: The window can be extended to 8 years if you have children or care responsibilities that delayed your education.
3. Special Rules for Ukrainians (Collective Protection)
Ukrainians with "collective protection" have the same rights as other refugees regarding Lånekassen.
- Introduction Benefit Conflict: You cannot receive Flyktningstipend and Introduction Benefit (from the municipality) at the same time. You must choose one.
- Transition Scheme (Overgangsordning): There are special transition rules for refugees aged 21-24 who were already in the system in 2023/2024, allowing them to keep better terms for longer.
4. Income Trap (Behovsprøving)
Even though it is a "grant," it can be taken away if you are too rich.
- Spouse's Income: If you are married, your spouse's income affects your grant. If your husband/wife earns well, your Flyktningstipend will be cut.
- Social Security (Trygd): If you receive other benefits (like AAP or disability) over approx. 120,000 NOK (2025 rates), the grant is converted to a loan.
Do Better Norge Warning: Many refugees mistakenly take up expensive private "language courses" or "private colleges" thinking Lånekassen covers it all as a grant. It does not. If the education is not public upper secondary, you will likely end up with a loan. Always check if your specific course code qualifies for "stipend" or "lån" on Dine Sider before signing the contract.
